F.1. Conduct a Public Hearing regarding an application for a Zoning Change from Agricultural (A) and Single-Family Residential District – 10 (R-10) to Planned Development (PD) for an approximately 124.289-acre tract of land situated in the William Garrett Survey, Abstract No. 382, John Holt Survey, Abstract No. 452, John F. Reagor Survey, Abstract No. 931 and B.F. Reagor Survey, Abstract No. 943, City of Ennis, Ellis County, Texas. Located at 2200 Country Club Road. Ellis CAD ID 183729. This request includes a concept plan containing approximately 86 single-family residential lots and 1.27 acres of common area open space. Tranquility Subdivision.
G.2. Receive a report, hold a discussion and take action on amending a July 21st, 2026 Ordinance authorizing the issuance, sale and delivery of $190,000 “City of Ennis, Texas Combination Tax and Surplus Revenue Certificates of Obligation, Series 2026A” authorizing an amended issuance of said Certificates; reducing the principal amount from $190,000 to $60,000 approving and reauthorizing instruments and procedures relating to said Certificates; and enacting other provisions relating to the subject.
G.3. Receive a report, hold a discussion and take action on a resolution approving the execution and delivery of a Principal Forgiveness Agreement with the Texas Water Development Board for water system improvements for lead service line replacement; and resolving other matters relating to the subject.”
G.4. Receive a report, hold a discussion and take action on an ordinance considering all matters incident and related to the issuance, sale and delivery of “City of Ennis, Texas Combination Tax and Surplus Revenue Certificates of Obligation, Series 2026C” authorizing the issuance of said Certificates; approving and authorizing instruments and procedures relating to said Certificates; and enacting other provisions relating to the subject.
G.5. Discuss and consider a Resolution of the City Commission of the City of Ennis, Texas, authorizing a one-year extension of the Christmas Tree Lights and Decor Agreement with Klahn Designs LLC dba Outdoor Lighting Perspectives of East Dallas in an amount not to exceed Seventy Seven Thousand Eight Hundred Forty Dollars ($77,840.00); and authorizing the City Manager or Designee to execute any documents in connection therewith.
G.6. Discuss and consider directing staff regarding the annual Community Outreach Donation pursuant to Section 2.4 of the Economic Development Agreement between the City, Tax Reinvestment Zone Number Two, and Buc-ee's Ennis, LLC.
G.7. Discuss and consider proposed governance amendments to the Ennis Economic Development Corporation Bylaws, including Board composition, and authorize the City Manager to prepare any necessary amendments to the governing documents for future consideration.
G.8. Discuss and consider a Resolution of the City Commission of the City of Ennis, Texas, authorizing the Mayor to execute Change Order 3 for Project Water Treatment Plant Bypass by Circle H Contractors, LP for decreasing the current contract amount of $1,945,014.00 by $63,707.00 amending the contract amount to $1,881,307.00 and to pay the final invoice in a sum not to exceed Ninety-Four Thousand Seven Hundred Sixty-Eight Dollars and Thirty-Five Cents ($94,768.35), and authorizing the City Manager or designee to execute any documents in connection therewith.
G.9. Discuss and consider a Resolution of the City Commission of the City of Ennis, Texas, authorizing Task 12: Liska Road Bridge Feasibility Study with Freese and Nichols, Inc. (FNI-TO-12) under the existing Master Professional Services Agreement in an amount not to exceed Thirty-Six Thousand Six Hundred Thirty-Nine Dollars and Zero Cents ($36,639.00), and authorizing the City Manager or designee to execute any documents in connection therewith.
G.10. Discuss and consider a Resolution of the City Commission of the City of Ennis, Texas, authorizing the purchase of one (1) insulated aerial bucket truck from Infrastructure Equipment Group, LLC through the Interlocal Purchasing System (TIPS) cooperative purchasing contract number 251001 in a sum not to exceed Two Hundred Thousand Two Hundred Thirty Dollars and Sixty-Eight Cents ($200,230.68), and authorizing the City Manager or designee to execute any documents in connection therewith.
