F.1. Conduct a public hearing and consider approval of a Resolution authorizing a Chapter 380 Economic Development Agreement between the City of Ennis, the Ennis Economic Development Corporation, and Project Superman in the form of a property tax rebate and a sales tax rebate with the EDC Board recommending the tax rebate be split between the City and the EDC.
G.1. Discuss and consider a Resolution authorizing the Mayor to execute an Interlocal Cooperative Agreement for The Hollow Public Improvement District Assessment Collection between Ellis County and the City of Ennis.
G.2. Discuss and consider a Resolution authorizing the Mayor to execute an Interlocal Cooperative Agreement for The Prairie View Public Improvement District Assessment Collection between Ellis County and the City of Ennis.
G.3. Discuss and consider approval of a Resolution authorizing the Mayor and Chief of Police to execute an Accreditation Agreement with the Texas Police Chiefs Association Foundation on behalf of the City of Ennis and the Ennis Police Department and pay the accreditation fee of one thousand, four hundred - forty dollars and zero cents ($1,440.00).
G.4. Discuss and consider approval of a Resolution of the City Commission of the City of Ennis, Texas, approving the purchase and installation of library shelving and furniture for the Ennis Public Library from Demco, Inc., through the BuyBoard Purchasing Cooperative Program, in an amount not to exceed Three Hundred Forty-Seven Thousand One Hundred and Ninety-Five Dollars and Nineteen Cents ($347,195.19); and authorizing the Mayor to execute all purchase documents related thereto.
G.5. Discuss and consider a Resolution authorizing the Mayor to execute an Interlocal Agreement for FY25 between Ellis County and the City of Ennis for services provided by Ellis County, to include the maintenance, repair and/or construction of streets, roads, alleys, bridges and parking areas, as well as the maintenance and construction of waterways and ditches.
G.6. Discuss and consider a Resolution authorizing the City Manager to execute a professional services agreement with Innovative Transportation Solutions (ITS) to provide consulting services for all transportation funding and programming issues related to the Texas Department of Transportation and the North Central Texas Council of Governments for a one year period beginning October 1, 2024 in the amount of $7,500 per month.
G.7. Discuss and consider a Resolution commending the retirement of City of Ennis Police Department K-9 Officer Pivo, approving the Canine Ownership Transfer Agreement and authorizing Police Chief Dustin Munn to execute the agreement on behalf of the City
G.8. Discuss and consider a Resolution authorizing the Mayor to execute a Memorandum of Understanding between the Texas Department of Transportation and the City of Ennis concerning the disposition and transfer of ownership of a section of BU 287S (Ennis Avenue) and FM1183 (SW Main Street) within the City of Ennis.
G.9. Discuss and consider appointments and replacement of Main Street Board members.
