F.1. Conduct a Public Hearing for a proposed voluntary annexation by the City of Ennis, Texas of certain property: A portion of Ellis CAD ID 185462, generally located at the northwest corner of US Highway 287 and Interstate 45; and being an approximate 48.822 acre tract of land situated in the W. Dixon Survey, Abstract 308, and in the C. Holmead Survey, Abstract 497, Ellis County, Texas; and the proposed annexation of that portion of North Old Alma Road adjacent to said territory.
F.2. Conduct a Public Hearing for a proposed voluntary annexation by the City of Ennis, Texas of certain property: A portion of Ellis CAD ID's 294005, 294006, 294007, 294008, 294009, 294010, 294011, 294012, 294013, 294014, and 294015, generally located at 861 Valek Road; and being an approximate 45.463 acre tract of land situated in the Thomas M. Rowe Survey, Abstract 890, Lots 2R-11R, Block A, Camodo Addition, Ellis County, Texas; and the proposed annexation of that portion of Valek Road and FM 85 adjacent to said territory.
G.1. Discuss and consider approval of a Resolution ordering a Special Election to be held in the City of Ennis, Texas, in conjunction with the May 4, 2024 General Election, for the purpose of electing a Commissioner Ward 3 and a Commissioner Ward 5 to fill vacancies for terms expiring May 2025.
G.2. Discuss and consider an Ordinance approving an FY 2024 Budget Amendment
G.3. Discuss and consider approval of a Resolution authorizing the City Manager to approve change order #5 with Lockwood, Andrews & Newman (LAN), related to the Ennis Avenue Underpass project, by increasing the contract amount to $6,243,750.69, plus allowable expenses and contingencies.
G.4. Discuss and consider a Resolution authorizing the City Manager to execute a contract with ASCO for a 2023 Gradall XL 4100 through Buyboard Cooperative purchasing program contract number 646-21 for a 6-month lease at $10,000.00 per month that will apply to the purchase price of $485,283.00 with an option to purchase after the lease for the remaining balance of $425,283.00.
G.5. Discuss and consider approval of a Resolution authorizing the City Manager to execute a contract with McDonald Municipal and Industrial – A Division of C.F. McDonald Electric, Inc., for the Ennis Water Treatment Plant Transfer Switch Electrical Upgrade project in a sum not to exceed One Hundred Ninety-Four Thousand Four Hundred Sixty-Nine Dollars and Zero Cents ($194,469.00) plus allowable contingencies.
G.6. Discuss and consider approving the 2023 Historic Reinvestment Tax Abatement (HRTAR) refunds for improvements made to eligible properties during the 2023 tax year.
G.7. Discuss and consider approval of Street Closure permits for Downtown Main Street Midway (Revision), Red, White and Bike Parade, Hay Maze and Pumpkin Patch, Autumn Daze, Lights of Ennis Block Party and Parade.
